What is the CHSA?

All children should have health care coverage, no matter where their parents work or how much they earn. The Children's Health Security Act would ensure all children have access to affordable, quality health care coverage and eliminate current access and cost barriers. The Act would achieve universal children's coverage by 2010 in a two-phase approach. Phase I would cover all children whose family income is below 300% of the Federal Poverty Guideline ($60,000 for a family of four). Phase II would ensure all Minnesota children have access to health care coverage. Participation is voluntary.
